Mix 1 cup brown sugar and 1 cup heavy whipping cream. Pour into 9x13 pan (ungreased). In a large bowl, blend: 1 1/2 cup flour 1/4 cup sugar 1 cup hot tap water 2 Tbsp soft butter 1 egg 1 package dry yeast Beat 3 minutes at medium speed. Stir in another 1 1/2 - 2 cups flour and knead on floured board for 1 minute. Roll into 15x7 rectangle. Mix 1/2 cup sugar, 2 Tbsp cinnamon and ½ cup soft butter - spread over dough. Starting at long end, roll together tightly. Seal edges. Cut into 16 rolls and place cut-side down over cream mixture. Cover, let rise 1 hour. Bake 20-25 minutes at 400 degrees Let cool 10-15 minutes before turning out on a platter. (Can be made the evening before. Cover with foil and let them rise in the refrigerator.)
